On May 20, 2024, the President and the new cabinet took office, drawing attention to the “National Development Council,” a key component of the financial and economic development cabinet. The new Chairman of the National Development Council is Liu Jingqing, the former Deputy Executive Director of PricewaterhouseCoopers Taiwan and its affiliated businesses. Liu, an alumnus of Chung Yuan Christian University’s Department of Mathematics, also holds a master’s degree in business administration from National Taiwan University, bringing extensive experience in industry practice and professional consulting. Known for his high sensitivity to numbers and his willingness to challenge traditional thinking, Liu Jingqing is expected to bring fresh energy to the financial cabinet.
After graduating from Chung Yuan Christian University, Liu entered the computer and information technology sector, rising from a programmer to General Manager of IBM Global Business Services and Industrial Sector, as well as Head of Supply Chain Consulting Services for IBM Greater China. He was the youngest general manager in IBM’s history, leading a team of nearly 500 people and helping numerous multinational companies optimize their strategies, becoming a legend in the industry.
In many of his speeches, Liu Jingqing often describes his life as “strange and wonderful.” After more than a decade at IBM, he transitioned to PricewaterhouseCoopers, becoming the first non-accountant to join the firm. He served as Deputy Executive Director of PricewaterhouseCoopers Taiwan and its affiliated businesses, Chairman of PwC Consulting, and Vice Chairman of PwC Management Consulting. Additionally, he was an adjunct professor at National Chengchi University’s Graduate Institute of Accounting for seven years, possessing dual expertise in both industry and academia.
During his studies at Chung Yuan Christian University, Liu Jingqing often spent time in the library, typically referencing 3-4 books on the same topic to absorb and integrate the strengths of each. This strong self-learning ability was a key factor in his outstanding performance and rapid emergence in various positions throughout his career. Liu Jingqing mentioned that the training in the mathematics department, which emphasizes logic, thinking, and reasoning, matched his personality traits. Additionally, Chung Yuan’s emphasis on holistic education and its simple, honest school culture had a profound impact on his interpersonal skills. He encourages current students at Chung Yuan to focus not only on acquiring hard skills in professional knowledge but also on developing soft skills such as learning ability and creativity to remain competitive in the job market.
